how high can u rev on a stock b20z and keep it safe and reliable? and are the Crower cams 63402 any good with the b20zsetup?

ight so i was planning to keep the compression under 11.5. and i was goin to go n/a b20vtec so do i really have to sleeve it and also i was gonna be running crower 63402 cams and will they make power on low end so i anit gotta rev to like 9 grand to make power?
