There are a couple differences between the USDM and JDM motors, having to do with the VTEC pressure switch, crankshaft fluctuation and possibly also another of the oil pressure sending units.
The USDM ECU checks for a minimum oil pressure at the VTEC solenoid before it allows the VTEC system to operate (which may be your primary problem, whereas the others will mostly just give you error codes).

Easiest might be to find a JDM ECU.

Ok so this is what I have come down to.....
At first I had a P73...023 ECU. I couldn't get that ECU to read with the NYS inspection computer. I figured a P72 would work. It is a brand new P72 ECU from acura and the car doesn't rev past 5 grand. It literally just stops and acts as if 5 grand is the fuel cut off. The car ran fine with the P73 but it is not compatible with the new inspection computer. Could that have been the bad ECU? I am trying everything let me know if you have any other ideas.

Same happened to me. It's that crank flux sensor. Can't pass OBD II inspection without it. So either A. Get the sensor and hook it up or B. Convert to OBD I or C. Get a JDM ECU.

Hey Jowee I actually went and got a flux sensor from honda (USDM) and it looks like it won't go on without grinding the lip on the block down....are you saying that you have an extra JDM one? If so let me know cause I can't seem to figure it out.

It's not your ecu. You can plug any USDM OBD II ecu in and it'll have the exact same problem and throw the same code 54. I've used USDM crank flux sensors on JDM engines before, but don't remember having to modify anything. My spare is a off a USDM GSR.
Ok so I tried a USDM p73 and it now stops at 6 grand. It is throwing the code 54 (flux sensor). Now when I had the JDM ECU in it wasn't looking for that sensor nor was it throwing that code. I went to install a new sensor but the USDM one doesn't seem to match up to the block. I don't know if it's because it's a JDM motor and the USDM doesn't fit or what. Any other suggestions???

p72 won't work if it is US.....99 jdm itr swaps do not have a oil pressure for vtec....so the ecu does not see this and will throw car into limp mode..

Yeah it was in limp mode...with the JDM ecu it doesn't look for the fluctuation sensor but with the USDM it looks for it... i can't seem to figure out what to do....

Thats not an option for NYS inspections anymore.
It looks like you need to either get a JDM P73 or install that flux sensor and use the ECU I gave you (USDM P73)

Find a way to rigg that CFS on the block with a USDM ECU or find an OBD II JDM ECU. Take a pic of what's not fitting on what on the block. Are you sure you're looking at the right place to bolt it up or installing it the correct way?

I think everyone here gave you a way to do it. Infact multiple ways. You just chose not to install the Crank Flux Sensor, and are now going to use an illegal inspection sticker.
