I know VIN # 000002 is/was the lowest known ITR. It was built by DC Sports in 1998 and raced in the 1998 season finishing second overall. The car was on sale 2 years back, I am not sure if this was a 1997 or a 1998 car.

doesn't one of the tuning companiers own some of the early ones. I don't remember but doesn't comptech have number one? I don't remember so don't quote me, but maybe it will jog someones memory.
Not trying to burst anyones bubble here...but badge number has been proven before to have no relevance to production order....FYI
But from what I've read, the first few were purchased by private companies for racing purposes. This means the first few (VIN#) are probably retired somewhere, and those would be the ones that, in actuality, would retain any special value.
If you wanted to pretend to have something special you can always purchase a blank badge and stamp it yourself with #001.
IMO I would find it hard to believe that someone would pay more for a Type-R simply based on the badge number.
