Sounds like you are keen on the H22 Vtec swap. Otherwise I would suggest turbocharging your existing engine as a well tested way of making power.
It really comes down to how much power you want. You should get 200-220whp with a h22 and a few extra goodies.
If you do want to stay with a naturally aspirated setup you really shouldn't need to play with the block too much. Just start with the basics:
Exhaust
Header
Cold Air Intake
Engine Management / Vtec controller
Then if you want to really start pouring money into it you can up the compression with a set of forged pistons (11-12:1). Maybe throw in some pistons, cylinder sleeves, cams, then go to work on the valvetrain (valves, springs, retainers)
finally finish it all off with a Port and Polish- or better yet an extrude hone.
By now you'll have spent as much as a basic turbo setup and only have 2/3 of the power. But you'll get to wear the 'All Motor' badge with pride.
Alternatively just hit it with a 75 shot of NOS...
See if that gets you started, lemme know if you want an idea on which brands have good reputations (cause a LOT of stuff will make you lose power especially in the exhaust/header dept.) But remember to have a good search through archived forums first.
