does the 97 accord have one already intalled?

i don't think so ....i beleive there was a recall on 94-97 accords you might want to ask dealer because if your car does not have it they should install for free

That expired a couple years ago. Good luck getting them to goodwill one.

Was there a re-call, YES. Is there any more, NO. And the dealer will not good will it. If your having your timing belt done this can be put on for no labor and the part is only like $3-$5 depending on your location. If its not on there now you should really get it put on. Even if your not having a timing belt replaced its not that much to have the retaining plate put on. You really don't have to remove the timing belt cover to install one.

IF you have had your timing belt replced any time since the recall started, they should have installed the oil shaft retainer at the time they installed the timing belt. I had my belt replaced in 2K1 and it was installed at that time.
