Close. They are 13x5 and silver, but they AREN'T steelies. The HF (at least the first-gen HF) got 13x5 (or maybe 13x4.5 - the '85 Si used 13x5s) *ALUMINUM* wheels; they look an awful lot like steelies, except that each of the little holes around the rim has a "scallop" on the trailing edge of it, for a little bit of a stylized effect.
Not sure if the 2g HF got alloys or not, but with the emphasis on light weight and fuel efficiency, it seems logical that they'd put a small alloy wheel on it.

I've seen those wheels on 1Gs before. Forgot about those; thanks for the reminder. The 1G CRX didn't even cross my mind.

I don't believe they are. The car pictured above is an '88-89 HF, and those are definitely steelies. If they were alloys, I'm sure we'd see them discussed more.
