the things on top of the rocker assembly" vtec lobes" are they supposed to be up? or eh?

the things on top of the rocker assembly" vtec lobes" are they supposed to be up? or eh?
the 4 lobes on top....are they supposed to be down? because i seen some pictures of people with z6/y8 s with it pressed down. and i remember hearing somewhere its suppoe to be down? or maybe it was up?
