Default TPS adjustment question?

I have a b18b1 that has a throttle position sensor from a d15 because the original was broken. I recently installed a tach and found that my rev limitor is kicking in at 6500 rpm. The tps also has a bit of damage to it but i want to adjust it and see if it works.Could somebody please tell me how to adjust it.

Using a multimeter measure the yellow/blue(+) wire and the green/blue(-) wire at idle. It should read 0.5 Volt and at full throttle: 5 volts. BTW there should be a smooth transition as the throttle is depressed.

If it is not at 0.5 volts at idle or 5 volts at full throttle, slightly adjust(move/wiggle) the TPS until it reaches 0.5 v or 5 v. Once it reaches the factory specs 0.5 volts at idle tighten the bolts holding the TPS. And also clear your codes when you are done which is common sense anyways.

Can you calibrate the TPS with the car off and the key on, or does the car have to be running?
