Default 96 SI, warm idle trouble?

Hi gents,

96 prelude SI. Timing belt stripped (waterpump failure), rebuilt the head 4 months ago. New plugs, belts, water pump, seals, ect.. Everything went smoothly, cept it may be burning a little oil. No leaks. 5 or 6,000 miles have been put on the engine since the head work. Roughly 105,000 miles on the car now.

Every detail recomended was followed, except one, last step - to set the idle. I followed a chilton manual, and could not figure out where to set the idle. Sorry to say, that its been long enough since i performed the work on the engine that i dont remember exactly what the chilton manual was recommending. The car seemed to idle fine at that time (and has idled just fine up until this week), so i just let it go. The computer did not throw any error codes, ran very well and passed maryland emissions after performing the work.

But, now Im having a problem with the idle.

When car reaches a warm idle, it begins idling erratically. With no peddle pressure, the engine revs 500-700rpm up, immediately falls back to normal, then repeats. With peddle pressure, the engine maintains proper rpm. Engine shuts down and starts without any problems. Engine began making a slight hissing sound when switching gears.

I pushed a jumper in the 2P connector, and its indicating 2 longs and 1 short blink. Code 21? I don't know if its related, or has any relevance (odb2).

I did a little research on the internet, however im not very mechanically educated. Learning as i go. Im wondering if the problem is caused by me not setting the idle after overhauling the head, or if this is a seperate problem. Information seems to be steering me in the direction of an idler control valve replacement. However, I have no ideas if this is the problem or not.

Dealership wants $83 just to examine the error code, then 83$ labor on replacing the idler control valve, and 95$ for the part. I am tempted to purchase the part, and just pop it into place. Yet, with the disregard to setting the idle on the head overhaul, i wanted to ask if this may shed some light on a different problem, and possibly an easier fix?

Any advice would be appreciated and welcomed.
