Default Howling and droning noise at about 40mph HELP!!!

Here's the problem.

When coasting or without gas, there is howling or droning noise between 30 to 50 mph. No gas, not corning, just going straight, with clutch disengaged, and without brakes. The noise seems to be coming from the front. However, below 20 no noise, above 60 nothing I can hear, could be wind noise, but a definate decrease in howling/droning noise.

Axles???
I know I have bad axles (ripped boot), but I am not sure that's the problem. I researched, and most on this and other boards have said, clicking or howling noise with vibration "Under Acceralation." I have this problem when coasting. My question is: Could it still be axles if not under accerlation?

Wheel Bearings???
More research points to wheel bearings. But, I jacked up the car and performed the test of trying to shake the wheel. Put one hand on top, other on bottom of wheel and push/pull. Nothing. The wheel is solid. If it's bad wheel bearings, should there not be play in the wheel?

What else can it be???

BTW, i rotated my tires recently and installed a type R rear sway, but that shouldn't create howling droning noise from the front, should it???

i have some howling in the front right side. it's just my tire. i have uneven tire wear. not sure if you have the same problem. i just took my rim and tire off and looked at it. you can tell if the tire has been worn down unevenly.

it could be your tires. Some tread patterns are noisier than others.
