Default why do I have to keep my fuel pressure so high?

okay, all was good with my car when it had a LS swap in it, stock LS.. ran 15.1 constants in my 95 civic coupe. I put a GSR engine in it and a victorX intake manifold on that. anyways the GSR engine was very doggy when I put it in and A/F guage showed it all the way in the red so naturaly i thought the o2 was bad, I replaced that, then put on some known good parts such as Map and IAT still the same. I put a adjustable FPR on my car that I used to use with my LS a while ago, still the same thing BUT if I crank it in all the way for max pressure it runs better and A/F guage shows all green (rich, normal) with a hint of orange but my plugs are still VERY VERY white. Can runs idles and does everything good with the FP cranked all the way up but sometimes it wont start and i have to lower it just to start the car then put it back up. anyways I should not have to be doing this and it is obvioslly still lean. I am using the LS harness and still using same Walbro 255 that was in my car, didnt touch anything but swapped the engines and trannys out and add the intake mani. I did at knock wires and Vtec to my LS harness. I am using the injectors that came with the engine, engine is obd2 with obd1 injectors in it. I THINK the car it came from had the same problem I am having as they had a adjustable FPR but kept it but I am not positive. I have tried stock p28's, p75's also tried chipped p30's and it does the same thing no matter what the computer. only thing I can really think would be bad injectors? or possibly FP is dying (but usaly they just quit) I messured the injector ohms and they are around 11-12ohms

What do you guys think?

oh yeah the gsr swap ran 15.3 at its best tonight shifting at 8500 sooooo id say there has to be something wrong as my LS shifting at 7200 was pulling 15.1's same 2.2** 60 foot times too and i have never seen plugs so white before

it is a stock motor that is going turbo within the next month. I have used these manifold on stock b16's and it does run leaner but not no where close to being this lean, plugs look like someone sprayed them with white spray paint
