I noticed in my ITR the steering wheel lock doesn't work.

And that metal flap unit in the gas fill pipe is missing.

I suspect I should have both, but just checking. I know they aren't crucial.

metal flap in gas fill pipe, no. i didn't have one either and at the dealer i was unscrewing the gas caps on all the integras when a sales man said to me, "if you really want gas that bad, we'll fill up for you"

Yeah, my metal flap fell off in side my tank too.

 

It's a 2000.

I don't think it fell in the tank, as the whole mechinism is missing. I just see a couple of slots in the pipe where I'm assuming the unit snaps in or something.

 

Mine did not have the metal flap either. I'm pretty sure none of 2000-2001 models have this.
