Default rev limiter

for some reason or another my car seems to act like it is hitting the rev limiter at 5k rpms. i have a 91 integra chipped ecu in the car and replaced it with the stock si dizzy. the car is a 91 civic si. why would it be acting like it is hitting the rev limiter at 5k rpms? could the cat be clogged? i have new plugs, wires cap and rotor and fuel filter.
