Default ???Pulley and Lower timing belt cover on lsvtec

hey guys I'm having a little problem. I have a lsvtec with a gsr block and ls crank with a b16 head. For my oil pump I'm using a 98 integra type R. I got the crank and oil pump marks line up, but when I put the lower timing belt cover on and slide the pulley on the TDC mark on the pulley dosen't line up with the mark on the timing belt cover. Its about 1-2mm apart. I don't understand how can this be. Am I using the wrong lowering timing belt cover, or wrong pulley? I'm using a b16 cover and a b16 pulley.
