idle problems

My car idles very low, but i turned the idle up then it sticks. above 3,000 rpms any quick fix ideas?

how do u go about adjusting your idle in the first place...? bc mine revs at about 1500 all the time no matter when i start it up and let it run for a while or im just sittin at a light in neutral
