Are Carbs measured at the Throat like Throttle bodies or are they measured by the Diameter of the slide?

I have a mystery set of Mikuni Carbs on my motorcycle. They say 32J on the Body does that make them 32mm?

I'm trying to find Carb boots and it seems that everyone jumps over 32mm.
