Sunroof not opening??????

my prelude is getting painted and the car has no motor no ecu but the dash lights come on but the sunroof is not opening. Any suggestions??

OK well the guy that is painting didnt have the flipping key turned far enough to where it was on the the on position but he is wondering how to take it off can any one help me?
