Spots????

On my 94 Integra LS, I have what looks like whiteish/gray spots on my cluster plastic, I tried everything to take the **** off, nothing works, I've seen these spots on alot of tegs, what is it and what can I do to get rid of this???

meguiars and mothers make a plastic polish, works really nicely on scratched tails and getting oxydization off headlights.
