Its prolly wax that wasnt properly taken off and was "baked" in the sun. you can try Plastic Polish that worked fine to get the same thing off of my headlights. Autozone, pepboys etc.... or even a hardware store should carry it.

You can just reclear them with Tamiya clear lacquer in the spraycan. Found on the net or at all hobby shops. After you sand down smooth with 800 grit, it will look foggy as frick, but when you spray the clear over it, it will be brand new looking, and after it cures for a day or two, then wetsand with 1500-2000 grit until the entire surface doesn't have shiny orange peel spots, make it all faded. You can honestly do a quick sand down, but making sure all orange peel is gone will yield better results after buffing, 1500 grit is fine, and then use 3M rubbing compund. Dont mess with that turtle sh*t at the autopart store in the white container, just the 3m rubbing compound in the grey bottles, and that will make it bling. You can use polishing compund after to be complete, but rubbing compound will get it clear and shiny enough. 3M is pro ish', trust it.
