what would be a taller tire 195/45/15 or 205/40/16

205/40/16 would be ~22.5" O.D. (overall diameter), sidewall height would be 3.25"
Taller wheel/tire assembly, but shorter tire profile.

195/45/15 would be ~21.9" O.D., sidewall height would be 3.45"
Shorter wheel/tire assembly, but taller tire profile.

Of course these are "ideal" measurements, the actual tires will vary depending on make/model, but should be pretty close.
