I mean they took a bunch of cut piece to make a bend, when it could have been done better with a mandrell bend.

That's called sectioned and it works great when you cannot get a small enough radius'd mandrel bend. Usually the skilled fab'bers use this method. Since it's a nuekin kit I'm assuming it was done on purpose to allow for AC clearance.
