Default Crower 402 valve adjustment problem... feeler's gauge wont slip in

I'm having a problem with the intake side on cylinder one's valve adjustment. I unscrewed(I have all of them unscrewed as much as possible) the bolt as much as possible, but the feeler's gauge wont go through. Timing is set at TDC.

What is causing this to happen?

I didn't have trouble with the exhaust side on cylinder one and not have started on cylinder 2,3,&4

Just tried turning clockwise while sticking in the gauge. Did a whole 360 and it still didn't fit through.
