Yup they are polished.
- Aircraft Strip them
- Sand throughly with 400 grit
- Once again with 1000 grit
- Wet sand with 2000 grit
- Polish with mothers aluminum wheel polish.
Good 4 hours per rim with breaks and stuff...Makes your hands hurt... :-{

Oh it doesnt matter about the exposed plate, how many other flat black sol's are you going to see running around.
I think that the flat black gives it an unfinished look, but if its your style,
