rust on muffler

Default rust on muffler

i just pulled out the silencer and it seems that the inside of the muffler is all rusted....it wa sbrand new a few weeks ago.. any ideas if this is normal? what can i do to fix this..sorry for the size its to show the rust
and EDIT INFO: i live in so cal i drive it everyday and..its a super rs type muffler ( says on box) it was cheap so maybe thats why..but still...why is there rust already?

That picture makes no sense whatsoever? What kind of muffler, what type of material is it made out of? Where do you live? What are your driving habits?
