Ported head, do I need to cut gasket

Default Ported head, do I need to cut gasket

I have a DPR cylinder head, web cams and all the goodies. I had this installed by a backyard mechanic(never again). I was dissapointed with the results in power. I checked out the throttle body(RC bored it out) and noticed that he put on the new gasket without cutting the gasket to keep it out of the way. I had the Intake manifold port matched with the intake side of the cylinder head and I know the mechanic did not cut the gasket to compensate for the larger ports. Could this explain why the performance does not meet my expectations. What do you guys think?
