I think i blew my turbo timer how can i tell?

I kept blowing the fuse for my revs lights and instrument panel on my 91 crx so i kept putting a bigger fuse in the (I know no flame needed i am stupid) so i had a 30 in there and stock was a 10 (once again i know that is stupid) but it was working and then one day it blow so i replaced it and then it blow again so i replaced it and started the car and smoke stared coming from the dash so i went through the whole car and check, and wrapped, and re did all the connection that i had.
so the good news is i stopped blowing the fuse but now my turbo timer just turn off when the car turns off but some times counts down when i start the car.
do i need to set the turbo timer in any way or do you think i **** it up?
and by the way it worked perfect before this.
