I just sent a complete set of wheels. But for rims it will be easier.
Go and get 4 boxes that are approx 1 inch larger than you need. ie your shipping 15x7 rims try and get a box that's 16x8.
For padding go to Home Depot and get a 4'x8'x.5" sheet of styrofoam insulation ($5) and you can use that as padding.
Just make sure that once they are packaged that they can handle about a 5 foot drop. I work in the shipping business so I know.

Tires are virtually indestructible.
If you are shipping tires alone just band them together and wrap sulliphane around them. Just don't damage the bead with the banding straps.
It you have tires and rims mounted. You will need a larger box. I shipped some 215/45/16 azenis's on ce28n's and I had to use a 24x24x9 box plus the styrofoam padding.
The whole 4x8 sheet of styrofoam is less than a pound. So it's well suited for shipping. And its cheap. Just bring a knife with you when you buy it to cut it up in the parking lot because there is no way it will fit in a car whole.

I've had rims shipped to me, an they arrived with no damage. they where shipped from the US to Norway in their original boxes with no ekstra foam or any protection. just extra straps to make sure the boxes didn't break open.

First, read this topic, which has lots of good advice.
As for shipping wheels without tires mounted, keep in mind that the dimensions on wheels are for the mounting bead, not the outer dimensions of the wheels. So, for example, wheels that are referred to as "15x6" (like the stock ITR wheels) are actually a hair larger than 16" in diameter and 7" in width. So make sure any box you get has inner dimensions sufficient to ship them.
I recently shipped a set of ITR wheels (no tires) by getting boxes that had inner dimensions of 16x16x16. Inside each box, I put two 15x6 wheels, with a couple of layers of cardboard between them. Total charges for FedEx Ground shipping were around $28 for the two boxes.
