High idle on Cold start and surging

High idle on Cold start and surging
B18B in a 1993 Civic DX.. had the same exact engine in my old car but crashed it and put it into my new shell... shouldnt be any different
On a cold start my car idles over 2k... when its warm it idles about 700-900..... when its cold and i drive thecar.. under braking the cars idle will bounce almost 1k RPMs..... dont know what it is.. when i stop at a stopsign or something and let off the brakes it will steady out but still really high.... ive searched found nothing... let me know

Ive had issues like this too, but happens time to time. IACV, and TPS are probably the problem. At least thats what my issues are with this. Clean IACV then shoot a quick spray of WD40 inside the screen to lube it up. When people use carb or break cleaner in there it will dry it up and cause issues again if not lubed.
