Default Chipped ECUs

I have a question, i just learned about chipping the ecu for a turbo application. I saw a company on ebay that sells P28 ECUs that are chipped. The company Racing Chips.com sells programed ECUs that they say are like Hondata. They say that the ecu will adjust fuel for turbo, no rev limit, bla bla. Are these types of companies worth buying from. I've seen many types of companies and ecus like this. Any information yall can give me

the chips are the same system as hondata.
the ebay chips are worthless because every can is different, you need to tune your car so the AFR stay in the prpoer specs.
try searching for uberdata it will be exactly what your are looking for.
