Default Removing steering wheel without red short connector?

I've searched a ton and have a question...

It seems a red short connector is needed to safely remove the steering wheel. Can it be done without it?

I'm aware of the dangers involved and I know that you have to disconnect BOTH battery terminals and wait at least 3 minutes to discharge and current present. I'm still pondering if I should just give someone $20 and have them do it for me.
