Changing Cabin Filter
you have to take off the lower part first, then you'll see two metal brace that holding everything down.

I printed that post out, but I can't figure out how to get the lower plastic panel off

You'll need to put the piece under the radio, it's the slanted piece above your charger/storage, it's held together by four clips.
after you pull it out you'll see the screw on the right hand side which is the piece you'll need to take out in order to get to the metal brace.

If you plan on doing any other work on your mom's car, just spend $14 or so for a Haynes manual. It'll tell you, with pictures if I remember right, how to get the cabin filter out and also pretty much anything else you will need to do on her car.
As for your question, I've replaced the cabin filter on my '99, but I don't remember the details that well to answer your question. All I remember was that it was a pain in the butt, that there was some metal bar I had a hard time getting the filter around as the last step, and I promised myself not to change it again until 90,000 miles came since the old filter, after 30,000 miles, was pretty clean.
