Well, let me just dispell any myths you have heard:
Stephen Papadakis uses an H22A (prelude motor) in HIS car. So, that should answer your question about "can you do anything with it."
Definitely not hard to do anything with a prelude. The people you have been talking to are probably referring to the availability of aftermarket parts for the civic compared to the prelude. More choices available. The prelude is heavier in stock form compared to the civic also. But don't let that push you away from the lude. Look around and see on this forum, do some searches, and you will se that a lot of guys here are putting out some really good numbers. I would assume that you can get a really good price on that 93 Prelude. I personally love the styling of it but that is also my opinion and evryone has their own tastes.
The diff between the two is that the H22 is VTEC with 2.2 L dispacement and the H23 is non VTEC with 2.3 L displacement. Those are approx displacements that Honda uses because they round the real numbers. You can do a search in this forum....there may be a lot more info concering the diff between the two along with hp and torque numbers.
If you really like the lude then get it. There are plenty of guys here that will give suggestions about how to make more power with it.

I don't know anything about where you live, but in Rochester everyone has a civic, including ppl who don't mod their cars. Don't drive with the crowd, drive in front of them. Also, the reasoning behind the larger displacement in the h23 as opposed to the h22 is the cylinder sleeve thickness. The h22 needs to be able to withstand more pressure than the h23, which isn't a VTEC. I think you will find that there are a lot of similarities between the civic and the prelude as far as engine work goes. And just in case you were considering some kind of a 6 cylinder car, IMO an Inline four is much easier to work with than a six, and you can't find the reliability of a Honda many other places.

Civics suck IMO. Just think about the difference in looks and style...the lude looks sooo much better and is much classier. Civics weigh less and do have potential, but go with the lude...
