painting over a chrome rims? will it stick?
i'm planning to change my chrome rims to black with chrome lip. my question is will the paint stick? or do i have to take off the chrome first? i'm planning to use duplicolor paint, black, and use clear coating afterwards.
please educate me.

You have to scuff the chrome up alot first for it to stick permanently. I did a friend of mines 22"s and he has never had a prob. We didn't use spray paint, but I'd assume it would stick the same.
I just painted my polished lip on my rims and all i did was went to an automotive paint store. they told me to do the following:
1. scuff the area up
2. Use wax and grease remover(stuff made for painting) and clean it up super good.
3. Use Etch Primer. NOT REGULAR PRMER
4. Paint it. do 3 small coats
5. clear coat it.
However your situation is different since your rims are chrome. I am not to sure how it would turn out. I would go to and automotive paint supplier and talk to them.

if i sandpaper it, would it scrath the rim and create an uneven surface?

yeh you would scratch the surface and make an uneven surface with the sand paper; thats the point of sanding it down a little. You need to create a rough surface for the primer, to adhered to. I wouldn't use a really rough sandpaper though, you don't want to be gouging valleys on your rims, juss roughing it up a bit. Maybe a med-fine grit sandpaper. then the primer your rims making eventhing nice and even, then you can paint them. post some pics once your done
