My brother is looking to either purchasing a b16a2 or a b18c1 locally, and if my memory serves me correct, I once read that to perform the b-series swap on the del that that you had to have the b16a3 shift linkage or have I been misinformed?

You are correct. Only the DOHC VTEC del sol linkage will work.
