Default IAC or Something ELSE? I ned help


Im doing a B16 swap on my CRX HF 89 and am currently in the prosess of doing a 94 Del Sol OBD1 conversion.....i have the intake manifold (Skunk 2) and the TB (Edelbrock 65mm) and when replacing the TB i noticed the intake manifold had a little "unit" with lines coming out of it underneath the TB...is it the IAC?.....The motor is an 91 OBD0 B16...when i removed it....it had two holes where it meets the Manifold ......on the new TB....its a GSR one.....has a spot for this "unit" on the bottom of it....it came with a block off plate...the stock unit bolt holes dont line up, but the holes do......what is this unit?What does it do?And do i need it to pass REF?If i do need one....which car do i buy it for? A GSR?...Please get back to me on this......for now i just put on the block off plate on the bottow of the TB.......Thank You
