checking the engine serial number
I wanted to buy a swap and many people are selling them just want to know who can I go to check engine numbers to see if they are legit?
I tried to go to the state patrol and local cops to see if they would help me but they wont check unless its right of them...

Are you looking to see if the car's been stolen and being parted out? A CarFax report could theoretically show that.
If it's in the form of a US VIN, there are some online forms you can throw VINs into to verify the check digit resolves properly. Hell, a CarFax report would come back blank if it was bad, assuming they don't alert you outright.

most of the engines here do not come with vin plates on them so there is no way to check... so I would have to buy a motor then take it to get checked and if its not legit it would be taken away and I would be screwed...

I bought mine from a supplier and when it was delivered I copied the serial number that was on the engine stamp onto the carbon copied receipt of delivery and had the delivery driver initial it. That way if it does come up stolen, the supplier is responsible. There really is no way to check unless you take it to the patrole like you said.
I'm gonna go by Acura and see if they can run it somehow but I think we are both SOL.

im not sure how it is in your state but here in CA i just called the California HighWay Patrol and asked if they could run a VIN # as well as the Block #. I believe the police have a database of stolen motors and what not. Other than that there is no way to be completely sure even with papers. But papers do cover your own *** if it isnt legit.
