99 turbo civic wont start

Default 99 turbo civic wont start

I installed my turbo and everything. 3 trouble light come up 16, 18, and 61. I know 61 is the primary o2 sensor. But 16 and 18 i have no idea. I had to re wire my o2 sensor. I might have wired the two black ones oposite. Would that fry the ECU???I tried with both combinations. still the same codes. Either way the fuel pump is not getting power at all.
I am stuck guys, anyone know about this stuff.

A solid check engine light means the ECU is bad, so if its throwing codes it's still operational.

Why did you have to re-wire your 02 sensor? Did you make sure you wired it up correctly?

Code 16 is your fuel injectors...code 18 doesn't exist.

Which turbo kit did you install?

I had to re wire it because I was going to mount it on the turbo exhaust housing or flange. It ended up not working out because of the engine space. So I monuted it back in its original place. When I go to start it, the engine light is blinking quickly and the codes that its saying are 16, 18, and 61. I havn't touched the fuel injectors. I built the kit myself. everything is custom. I am so confused.
