usspec R tranny owners: at 60mph r u at 3k rpm? and 70 mph at 3.5k

i'm re wording this post to be easier to understand:
i have a itr tranny in my 94 gsr, WITH THE CLUSTER thats stock in the car, the original, everything is correct:
60mph is about 3350rpm
well, that cluster has indiglo's glued to it, but its all correct.i want to get rid of it
a ls cluster showed up way wrong, now i tryed a "supposedly' 97' gsr cluster, and i DID SWITCH my original film to the back of it, but it WAS IDENTICAL FILM anyway...
it shows 60mph to be 3k rpm and 70 to be 3500rpm
what am i not doing right to get a accurate guage cluster???
a 4.400 final drive and such,not a jdm
tire size isn't a issue, because the rpm to mph will always match the same, just you may be "actually' going faster(or slower) than what is reads when tires are changed
i've searched around for a few minutes, but i have all this apart in the floor and need a positive answer from someone who owns a ITR tranny and has the original gsr cluster, or ITR cluster.

The 5th gear ratio is different between the ITR and GSR trannys (even with the same 4.4 FD), which is probably why they're showing up different on the tach.
