Default Which ECU / piggyback allow a raised idle?

Just wondering if a S-AFC or what stage hondata can modify your idle. If both can, can an aftermarket drop in chip achieve the same thing (i.e. is idle rpm an electronically adjustable parameter?)

Also just wondering if hondata would be a waste of time on a non-vtec or not. I find their website a little unclear, it seems only stage 4 allows you to adjust your timing and fuel curves, is this right? TIA
