Default 92 accord auto will not rev above 3k

I am working on a 92 accord. This vehicle will not rev above 3k without it cutting out. I have tried to pull the codes from the ECU and when I jump the plug on the passenger side instead of the check engine light flashing the indicator for "D"rive flashes. And I do not see any codes in any list that match. when I count the flashes I get code 28 ?
Am I doing something wrong? And what could be causing this vehicle to act this way? Is there a rev limiter for an automatic transmission? Any help would be much appreciated.

are you sure you got 28 ..or do you have codes 2 and 8 ,,,,lock up and shift solenoid codes ..you might want to chk the plugs and wiring at those solenoids if ok , try removing the solenoids and clean the screen gaskets sometime they get plugged up

I suppose I could have counted the flashes wrong..? first of all should the shift indicator be flashing instead of the check engine light?

You don't have to be driving the vehicle for it to cut out at 3k. If you grab hold of the throttle cable and work it by hand it will start to rev up then cut out and rev again. This cycle is continuous and it happens at a fairly fast cycle rate....

Wouldn't the vehicle have to be moving in order for the VSS sensor to be giving me this problem?

can you give me some idea where the VSS is located on this vehicle?
