You can goto the walmart or pepboys or any auto store and pick up a little tin can of Eagle One Never Dull. It says its for use with metals but you can clean headlights with them as well. Just take out a little portion of the material and wipe down the headlights with them and allow about 5 minutes for the stuff to haze up. Then wipe it down with a cloth.

Nice!! How many bolts hold the headlights in, like four right? Are they easy to get back in?

Well I wouldn't go as far as to take apart the headlights just yet. All that yellow stuff might just be on the outside so try cleaning the outside of the headlights first then see if you find it nesscary to take out the whole headlights.

just get a rag, pour a little bit of brake fluid on the rag and start scrubbing the outside of the lights, repeat as necessary then finish it off with a clean cloth. enjoy
