Default D16Z6...Fuel filter torque?

Is it absolutely necessary to torque the banjo bolt to specs after replacing the fuel filter?

Took a look in my haynes and it says it must be tightend to torque specs, so here it is.. Banjo bolt : 132 inch lbs = 11 foot lbs
Banjo nut: 16 foot lbs
