As long as the engine is 98 or newer, has all of the USDM OBD2 smog equipment that is made for that year engine on it. Also must use USDM ECU. USDM exhaust manifold, intake manifold, air box w/ rubber elbow. basically make it look exactlly as it's USDM counterpart. Then it will pass. That's how us California guys have to resort to in order to please the Smog **** of California aka BAR.

All states with smog are different, CA being the worst of course. Depending on you state's laws, you probably aren't allowed to put a motor into a car that's older than the chassis it's going into. In this case since the motor is OBD1 it's made from 92-95 being older than the 98 body. Now if you state doesn't have this law, doesn't do a visual and only smog then you would probably be OK.
If you can use the JDM OBD2 P30 ECU, you should be able to pass smog with a cat and proper emissions hooked up and without having to change anything on the motor. If JDM ECU's aren't allowed, you will then have to change the oil pump and add the CKF sensor. You could then (if you're lucky) find a 96-97 USDM P30 ECU from a Del Sol VTEC, or use a 96-99 Integra GSR ECU.
