painting chrome trim...

this is actually for my 99 expedition:
i actually like the way the truck looks but it has, in my opinion, too much of the fake chrome plastic trim -- i'm trying to paint it black to match the rest of the truck. round one involved just cleaning, priming, painting, then clearing the trim. it looks great but it scratches entirely to easily to belong anywhere on a car -- most of it got scratched to hell simply re-installing it.
i'm looking for help trying to get the paint to be more durable. i've already determined that i need to strip back down what i've already done -- should i scuff the pieces before a try repainting them? what about adhesive promotor?
