Default Fuel Pump Whine + Bogging

On my 1991 Civic 1.5 I am having a problem with bogging. The car has trouble at stoplights and low speeds it seems to lose all power and sometimes the engine stalls. I noticed that with these symptoms is a coinciding whine from the fuel pump. When the pump does not whine the car performs normally. Any ideas?

yeah change the fuel pump. and use some injector cleaner. it shouldnt be but like 30 bucks for the fuel pump and all you have to do is remove the back seat and its right there.

You can remove it from the seat I thought on 4th Gens you had to drop the tank? Anyone know how hard it is to convert to an inline pump?
