Default y8 mini me surging issue

ok i have a surging issue i need fixed.

i have a 90 honda crx si with a y8 mini me swap

D16a block
00 y8 head
stock injectors
00 y8 intake manifold
chipped 90 crx si ECU
vafc

i installed the swap a couple days ago using my stock SI IM but when we first did the swap we forgot to remove the oil jet, and had the timing wrong. So we pulled the head back off and pulled the oil jet and i decided that i wanted to use the y8 intake manifold instead due to the better flowing ability.

we extended all the required wires and hoses, fuel lines and what not.

The car starts right up everytime but thats where the problem starts, the car constantly surges from 1500-2500 no matter what i do.

trouble shooting done already:

swapped MAP sensor
replaced PVC
checked all vacume lines

none of these fixed anything, and the problem is not related to the throttle c able because it does all this without the cable hooked up.

so any suggestions or fixes???

Might want to check the FITV and dashpot if it has those.

did you plug the cruise control port on the back? You plug up the FIA control system?

dont the 99-00 manifolds/heads have air injection holes ??
could that be the problem ??
vacuum leaks ??
i remember the y8 IM has more vacuum ports then the a6, so make sure the extra ones are plugged
