Unaccurate fuel guage. Walbro fuel pump?
Alright here's the thing. I full tank my car till it stops, and give it a little bit more gas to top it off. Get in the car start it and see that the guage isn't past F. When the motor isnt started, it'll go past F. Also when driving the guage moves quite often, like one second it's on E next second it's right above E. Then when the motor isn't running but ignition is on it'll go higher. Could it be the walbro 255 fuel pump?

My fuel level sending unit does the same thing. It did this before and after the walbro 255 was installed. At the pump same thing. I've never ran out of gas so it's accurate enough.
If you think the sender is bad find a helms, pull the sender, move the float up and down while checking resistance.
