Default Stretched e brake cable

My ebrake cable after doing my rear drums (shoes, drums) replacement wouldn't grab but for like a day. So I found that strange and figgured if I tightened it up inside the car (under the armrest for us lucky folks) that would solve the problem. Nope.
So now I'm down to hmm, do the drums themself need adjustment, or is my e brake cable stretched out too far for some reason?
It's plenty tight to pull up, but it's not grabbing anything good enough.

When you put on new rear drums, is this a usual thing to happen? IE, tighten the wheel cylinders some more?

Car stops fine, just ehh, I don't like the thought of it rolling away.

i believe you're supposed to move the star nuts out until the brake shoes almost touch the drum.

also, this is a post steal, but crx armrests are that rare? my 89 si had one from the dealer...
