Civic Alloy wheels

i need to know how much does one of the wheels with tire from a civic EX 04 weighs. i think i'm being Scam by a seller. he ship me those wheels and one of the box only weighs 20.9 lbs according to the tracking #. the weight seems way too light. please help me out.

If it's the wheel alone, then 20.9 is about right for a wheel, the box, and the padding. The wheel is probably in the 16lb range.
