I have a 1992 Civic 1.5l 16 valve manual

About 2 month ago I was driving to work and I stop to get a bite to eat and when I tried to start my engine again it wouldn't start. I was told it was the fuel pump, I changed and still wouldnt start. I was then told that it could be the ecm, so I then changed that about a month later since I was low on cash.After changing the ecm it start right away.

Now I been noticing thank when my fuel gets below 1/8th of a tank the car starts to sputter.especially in 2nd and 3rd gear. As soon as I add more gas it runs fine again. I opened the gas tank and I still see fuel so its not a fuel problem. I am think perhaps the fuel pressure is not good. but I am not sure and I am not a great mechanic.
